WASHINGTON — America’s top general opened the door Tuesday to deploying U.S. ground troops in Iraq against rampaging ISIS extremists — a step President Obama has repeatedly ruled out. Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, told a Senate committee he would recommend such a deployment if the President’s new strategy of expanding air strikes against the jihadists was not successful.
